The primary purpose of the Educational Opportunity Plan (EOP) is to provide a charitable benefit for education, community development, and to lessen governmental burdens, through monetary donations to universities and communities that would benefit from such donations.

As part of the initiative to provide funding for scholarships under the Educational Opportunity Plan, AHF contributes $300,000 to the Dallas Housing Authority Phoenix Self- Sufficiency Foundation to facilitate scholarships to students on a yearly basis.
